Check the Message Policy Type Column to Find what Policy to Adjust.
Release Genuine Messages and Report False Positive to Microsoft
Inside Message Details "Policy name." you may see the policy triggering the quarantine action

Visit Anti-Phishing Policy
Edit all the (Default) Policies
On Action: Change Quarantine to Deliver to Mailbox Junk Email Folder
Visit Anti-Spam Policy
Edit all the (Default) Policies
On Action: Change Quarantine to Deliver to Mailbox Junk Email Folder
Add Whitelist Domains and Senders (If Any)
Change Automatic Forwarding Rules to Off (Outbound)
Visit Quarantine Policy
- Edit Global Settings - Send end-user spam notifications every: 1 Day
Review
Check Quarantine again after 30 minutes to determine further adjustments.
